Bill Toskey appointed Interim VP of Workforce Development and Training

Bill Toskey has been appointed Interim Vice President of Workforce Development and Training at Edmonds College. He began work July 12.

Toskey has more than 40 years of experience in public port management, construction, and facilities operations. He has been port director in Edmonds, Port Townsend, and Homer, Alaska. He was a career officer in the U.S. Army.

Toskey earned a bachelor’s degree in engineering from West Point and a master’s in civil engineering from the University of Illinois. He has supervised military and civilian work groups in the Southern United States and Alaska, Europe, and Vietnam.

As a military officer, Toskey served as Director of the Institute for Water Resources, a national think tank for policy development on water resources.

Locally, he has worked as a project manager for the construction of the Lynnwood Convention Center and as Interim Vice President for Finance and Operations at Edmonds College.

The college’s previous workforce leader, Jerrilee Mosier, became chancellor of a community college in Indiana on July 1. Mosier had worked at Edmonds College since 1998.
